Linda Luther-Starbird
​Ph.D.

Linda Luther-Starbird, Ph.D. is a licensed psychologist practicing in Bend, OR. She has a BS in Psychology from University of Washington; an MA in Experimental Psychology from San Diego State University; a PhD in Clinical Psychology from University of Maine. She completed a pre-doctoral internship at University of Kansas School of Medicine, focusing on family therapy and neuropsychology. After receiving her doctorate, she practiced in rural Maine for 9 years, treating children and adults. In 1992, she relocated to western Colorado, where she practiced clinical and forensic psychology, with a specialty in child custody and clinical treatment of a wide variety of mood and behavioral disorders. She was on a board member of the Colorado Psychological Association from 1997 until 2004, and served as President of that professional organization in 2003; she was a board member of the Colorado Interdisciplinary Committee on Child Custody from 1998 until 2004, and also served as President of that organization in 2003. She and her husband, Glenn Bordelon, LMFT, sold their multidisciplinary mental health clinic in Colorado in 2012 and relocated to Lafayette, LA to assist in caretaking Glenn’s mother. In 2016, they settled in Central Oregon to be near their four children who had each migrated to Oregon from Colorado. Dr. Starbird is currently in private practice in Bend where she treats adults and teens using mindfulness training, cognitive behavioral treatment and traditional psychotherapy. She earned a Master of Fine Arts in Nonfiction writing from Pacific University in 2019, and is currently writing a book on the effects of addiction on the family system. Dr. Starbird joined the Board of Directors of the Central Oregon Association of Psychologists in January of 2020, and became the board’s liaison member to the Oregon Psychological Association in July of 2020. Lifelong interests include meditation, journaling, writing, cooking, music, and being in the mountains.

Sean Dodge
​Psy.D.

Sean Dodge has been a COAP board member since April of 2019. He and his wife moved to Bend in 2018. He has been licensed as a psychologist since 2011 and is currently licensed to practice in Nevada and Oregon. He is the owner of a dedicated telemental health group practice, Blue Skies Psychological Services, LLC, which began providing full-time telemental health services in 2018. Sean’s experience with telehealth dates back to 2010 when he worked as a clinician, supervisor, and administrator for the State of Nevada’s Division of Public and Behavioral Health and was involved in a variety of regulatory and clinically-oriented projects related to the provision of telemental health in rural Nevada. Sean Dodge also serves as a senior consultant with Clover Educational Consulting Group where he has supported a variety of behavioral healthcare programs on projects including accreditation, workforce development, public awareness campaigns, and trainings.

Wendy Laakmann

Wendy Laakmann is a pediatric neuropsychologist and licensed psychologist practicing in Bend, Oregon. She earned her Ph.D. in clinical psychology from the Joint Doctoral Program at the University of California at San Diego and San Diego State University, where she specialized in neuropsychology.  Dr. Laakmann completed pre and post-doctoral training at the Salk Institute for Biological Studies, Rady Children’s Hospital, the San Diego VA Hospital, Palo Alto Veteran’s Hospital, Stanford University, the Lucille Packard Children’s Hospital, and the Children’s Health Council in Palo Alto, CA.  She worked for 10 years in a private practice in Jackson Hole, Wyoming, before starting her private practice in Bend, Oregon.  She is the director of the Bend Neuropsychology Clinic, where she specializes in consultation, assessment, and diagnosis of children with medical issues, premature birth and development, autism, learning disabilities, developmental disorders, traumatic brain injury, attention disorders, trauma, adoption and attachment issues.  She utilizes a therapeutic assessment approach in her work, incorporating family systems, school environments and child and family goals to work collaboratively with her clients to enact positive change.
 
Dr. Laakmann has served as the secretary for the Central Oregon Association of Psychologists since 2013. She is an avid mountain biker, rock climber and skier who enjoys the Central Oregon outdoors with her husband, two children, and cocker spaniel.

 Stephanie Russell

Stephanie S. Russell, Psy.D. is a licensed psychologist in Bend, Oregon. She has been in private practice since 2001. Dr. Russell has a B.S. from Willamette University, a M.A. in Counseling Psychology from Boston College and a Psy.D. degree from California School of Professional Psychology, San Diego Campus. Upon graduating from her doctoral program, she moved to Bend, Oregon and completed her doctoral residency and became licensed in 2002. Dr. Russell has a private practice, serving individual clients, both teens and adults. Her work includes aiding clients with personal change and self awareness, integrating and addressing life transitions and losses, addressing relationship challenges and issues, and aiding with coping and managing various difficulties including depression, anxiety, low self-esteem, stress, chronic illnesses, and sexual issues. A portion of her practice is dedicated to working with oncology patients throughout diagnosis and treatment and also recovery.

In 2003, she, along with a few of her psychologist colleagues, created the Central Oregon Association of Psychologists (COAP), a regional affiliate of the Oregon Psychological Association (OPA). Dr. Russell has served as a board member since the inception of COAP. She is presently the Treasurer of the organization. She is passionate about being a part of the mental health community and providing solid clinical trainings to Central Oregon clinicians.

Dr. Russell loves residing in Bend, Oregon, and partaking in the outdoors from camping to good hikes. She enjoys time spent with her spouse and children, along with her friends and family. She is an avid walker, sports watcher and traveler.

Karen Campbell
Ph.D.
OPA Liaison

Karen Campbell, PhD, is honored to be a new member of the COAP board, starting in fall 2023. She has been a licensed psychologist for 20 years and practicing in Bend since 2009. She currently works as an outpatient psychotherapist at Thrive Mental Health in Bend, and prior to that worked for St Charles Outpatient Behavioral Health for 14 years. Her specialty is clinical health psychology, often working with patients to address insomnia, chronic disease management, or adjustment to medical diagnoses, and she is especially passionate about working with patients to remove obstacles to lifestyle modification that will allow them to manage or improve medical conditions and optimize quality of life.
Dr. Campbell has a BS in Psychology from Western Michigan University and an MS and PhD in Clinical Psychology from the University of Kentucky, as well as a certificate in Medical Behavioral Science from the University of Kentucky. She completed a pre-doctoral internship and a postdoctoral fellowship at the University of Florida Department of Clinical and Health Psychology. Her internship focused on health psychology and her post-doc focused on the psychosocial care of cardiac electrophysiology patients. She grew up in Michigan and lived in Rhode Island and Utah prior to moving to Oregon.
